HDB lowers Community Care Apartment age eligibility to 55, with fee cuts taking effect in 2027

The Ministry of Health, Ministry of National Development, and HDB announced on 13 July that they will lower the minimum age to apply for a Community Care Apartment (CCA) from 65 to 55, effective from the October 2026 Build-To-Order sales exercise. The change also applies to CCAs offered in future Sale of Balance Flats exercises. Previously, an applicant and their spouse, if any, both had to be at least 65.

HDB said the lower age lets seniors considering right-sizing weigh both 2-room Flexi flats on short lease and CCAs from age 55, giving them more housing options and more time to plan ahead.

To date, HDB has launched five CCA projects, in Bukit Batok, Queenstown, Bedok, Geylang, and Sengkang. A sixth is planned for Toa Payoh in October 2026, as part of a new BTO project next to Caldecott MRT station.

Applicants for the October exercise need a valid HDB Flat Eligibility (HFE) letter reflecting CCA eligibility. Those who already hold an HFE letter obtained at age 55 or above will have it updated automatically; those who obtained theirs before turning 55 but will be 55 by October must reapply. HDB has asked both groups to have documents in by 15 September.

Separately, HDB is streamlining the Basic Service Package (BSP) that all CCA residents must subscribe to, which covers the on-site community manager, social programming, and emergency response. From 2026 onwards, social activities will move to nearby Active Ageing Centres rather than standalone communal spaces within each CCA, and the previously bundled emergency alert device will become optional, with residents who opt out still covered by 24-hour support from CCA staff. MOH will also subsidise BSP components similar to those already covered under national Long-Term Care schemes, subject to means-testing, for applicants assessed as unable to perform at least one Activity of Daily Living.

Combined, HDB said these changes will cut monthly BSP fees by 18% to 75% for CCAs launched before 2026, while apartments launched from 2026 onward will have lower fees under the newly streamlined scope from the start. The revised fees and subsidies take effect from the second quarter of 2027, with CCA operator Vanguard Healthcare set to contact residents with further details.
