Prime Minister and Minister for Finance Lawrence Wong delivered Budget 2026 in Parliament on 12 February, announcing a package of measures for seniors alongside broader support for families. The eldercare and retirement-related announcements fell under a section of the Budget titled "Enabling Seniors to Age Well."

## $400 million more for long-term care

The Government will top up the Long-Term Care Support Fund by S$400 million, to fund additional subsidies that cushion the impact of higher CareShield Life premiums. This follows an earlier enhancement to CareShield Life that increased payouts, giving seniors greater assurance against long-term care costs — the higher premiums that came with that enhancement are what this top-up is specifically meant to offset.

## CPF top-up for those with lower retirement savings

Singapore Citizens aged 50 and above in 2026, with CPF LIFE/Retirement Account or Ordinary/Special Account balances below the prevailing Basic Retirement Sum — S$110,200, as at 31 December 2025 — will receive a CPF top-up of between S$500 and S$1,500\. The exact amount is tiered by both retirement savings and the Annual Value of the recipient's home (as at 31 December 2025), and is only available to those who don't own more than one property. No application is needed; eligibility is assessed automatically.

## Two other retirement-related moves

- **CPF contribution rates for senior workers** will proceed with the next planned increase in 2027, part of a multi-year schedule to bring older workers' contribution rates closer to younger workers'. The Government will continue the CPF Transition Offset, covering half of the increase in employer contributions for that year.
- A Lifetime Retirement Investment Scheme was announced as **a new voluntary CPF investment option -** a life-cycle investment approach that automatically shifts CPF members' savings from higher-risk to more conservative assets as they approach retirement. The Government plans to select two to three providers later this year, with a requirement to keep fees low. Participation is voluntary, and the Ministry of Manpower and the CPF Board will share further details.

The speech referenced two earlier schemes as the foundation for these new measures - **Silver Support**, which tops up the incomes of seniors with less means, and the **Majulah Package**, aimed at Singaporeans approaching retirement. Neither scheme itself was changed in this Budget.
